That’s the insecurity and lack of self-confidence talking.
I had a black female supervisor back in the early 2000s that did the same thing.
She was supervisor over me and 8 other white guys and she couldn’t stand the fact that we were all sharper than she was about the goings on in our department......and not only that, she knew WE knew.
What resulted was her being constantly on the defensive and and at the same time constantly reminding us we white boys worked for her.
It was a scene man.

Frankly, I haven’t heard many of her ‘speeches’, nor XiJinBiden because their display of stupidity hurts my brain.
If you want to experience REAL talking down to people, just listen to PRC (Politically Repressive Canada) Prime Mitake True-dolt’s many pronouncements to the ‘little people’ of Kanadahar!
In True-dolt’s case, I don’t believe it is ‘insecurity’ at all. It is the overbearing arrogance of a wealthy trust fund baby who is ‘pure laine’. (’Pure laine’ (pure wool) refers to French Canadians who trace their family trees in Canada to ‘la Nouvelle France’, the time before the British conquest of N. America in 1763.)
Unfortunately, I have an acquaintance who is also a ‘pure laine’ trust fund baby from Quebec. Though not near as arrogant as True-dolt (I know of no one who IS that arrogant), he still does demonstrate the ‘air of superiority’. Though he earned a ‘Governor General’s Award’ in HS, he is dumber than a stick and quite leftist. Typical wealthy Laurentianist!
