The EU's wanting to "integrate" member-nations' investment in microchips manufacturing in Europe -- somewhere -- is merely more "subsidy" chatter trying to gather "public investment' into some EU-run scheme which will make private investors who play this game get rich from the "rents" paid through taxes. Public money -- as we saw with Solyndra and many other now-bankrupt public-private partnerships -- are being proposed.

This is all about the damn-near complete sole souring of chip manufacturing outside the EU, which is hamstringing them. Meanwhile Intel will fund its own here in the US. So this another part of the "compliance" game being set up by the EU Commission.
There's private capital enough to build first world chip manufacturing entities anywhere in Europe or the US. Private money, however, wants public money because that IS THE GAME.
