He's doing this to get it off the front pages and return to business as usual.
Trust me, guys like Newsom revel in being an elitist. These people would love nothing more than to have the masses begging them for food, shelter, and medicine, so they can play their sick Hunger Games to see who would get them.
That's why they hate the middle and working class, because they don't want to join the elites and they're too smart to be poor.

They passed a law aimed at pork producers. It went into effect the first of the year. Now there is no bacon in California. It can't be sold there. California thought the pork producing states would comply with their law and still sell their bacon. The pork producers refused.
So now the artisan bread BLT'S ain't got no bacon.
