If you go to a bar you are hit on. If you take them up on it, you will be recorded. You are offered to break the law at every turn, drugs, cheap knock offs. They record it all.

The government runs every tour guide. The government OKs every visa. They know if you are important or not. They like to have a long list of black mail candidates.
