Ukraine is above the black sea. It’s no where near the arctic circle, which barely runs through the northernmost tops of the scandinavian countries and the top of Siberia. You’d have to walk through Ukraine, Belarus, the three baltic states, and Finland to get to the arctic. /nitpick

She lived on a military base with her father. The article didn’t indicate that the base was in Ukraine.
The Ukraine was part of the Soviet Union. Soviet Military bases might be above the artic circle. There are fellows from Texas and Georgia at Ft. Greeley in Alaska.
She is from a military family and grew up on a Soviet base in the Arctic.
You expect our modern journalists to know basic geography!?
