The Ukraine was part of the Soviet Union. Soviet Military bases might be above the artic circle. There are fellows from Texas and Georgia at Ft. Greeley in Alaska.
The soviets were always stationing their soldiers in other republics. They would not be useful in a rebellion if they were far from home. It makes sense that Ukrainian soldiers would be stationed in Russia along with soldiers from all the istan republics.
