NEWS: Today I introduced legislation to ban cargo ships off the Orange County coast.
Ships anchored for weeks and months off our coast likely caused last week’s oil spill. Reports show that the pipe “may have been struck several other times” by ship anchors off the coast.
The SHIP Act would ban cargo ships from idling or anchoring in the coastal waters of Southern California for the next 180 days. It’s time to get the ports working again and get these ships moving and out of our waters.

If the ships are sitting around more than a week, it’s probably quicker to send them to the Gulf or southeastern ports.

Maybe a good alternative would be to build a new, state of the art deep water port between Tijuana and Ensenada, then build a truck and train only highway/railway to Yuma, AZ.

Maybe, if logic was used. But the ships are not going to change their scheduled ports of call and neither are shippers going to change every set of customs clearance documents just because congestion is less.
It would be more complicated than diverting a flight from JFK or Newark to Pittsburgh because PIT was less congested. By a factor of 10,000 or more.
