Common for people signing up for cell phones, credit cards, etc. to get the item with no intention of paying.
It’s good that your household was full of honest people.
I suspect most folks might go as far as you did and contact the bank about it, but I doubt it most keep going, contacting the unemployment office and the police and that third party mentioned.
That’s a lot of calling and probably a lot of waiting on hold so you can repeat the same details.
It would be grand if there was a certain website where you could post the details, press Enter, and be done with it after just one time.
But for a scam to work, why would the card go to you?
How do you know the person never lived there? Are you the original owner?
I just rec’d a notice from NY State unemployment office to update my unemployment claim for weeks in December 2020.
Of course, I never claimed such. Call the fraud line, and after choosing one of about 10 languages, no one answers. You then get sent to a website to register your fraud complaint.
New York truly deserves to be bankrupt.
I received 2 phone calls in the past 2 days asking for me, and seeing the unknown caller I.D. and expecting another robo call I responded “Whose calling please,” and the human male voice said he was from the Federal Reserve bank from (I forget), dealing with some unclaimed funds. My next words were, “Well, I hope you can get a better job and may you give your sins and your life to the Lord Jesus.” They hung up.
How much was in the account? ;D

The scammers were supposed to intercept the letter out of your mailbox before you got to it.
This sounds like an unusual course of action. Is there any indication that YOUR personal/banking information has been compromised? If the debit card was issued in someone else's name, then what impact does this have on you other than the mailing address?
Did you find out if there was any money in the account? If so it would seem weird that the person would have this sent to you - for all they knew you wouldn’t be so honest.
I don’t get the motive for whoever did this.
Report it...don’t use it.
You might not know who they are, but you can be pretty sure about how they voted.
Maybe it is evidence of a parallel universe with someone else living at your location...
I hate it when these danged universes get intermingled and things like this happen...
I have always assumed that’s where my missing socks go after the clothes are washed...

Lot of us in Illinois have been victims of ID theft for the purpose of unemployment. I got a letter from state telling me that my application was determined to be fraud. Next day I got the debit card. Not me. All straightened out now. I think it’s inside job at the state.
um.. I am confused .. if they opened the account... how does that affect you that they used your address? It’s their account... they cant take a penny from you.
I'm in good hands. I did a flurry of buying on the credit card via PayPal and had phone calls from both, asking me to validate purchases.
