This was a program where the government would shake down companies for donations to their pet causes. The settlements would count payment as a 1:1 if paid to the supposed victims (often there were no individuals), but credited 2:1 if paid to a Democrat-linked social action group. The company then got to deduct the payment, and claim it in their publicity.
They funneled BILLIONS to these groups, which were then active in local activism, elections and public propaganda.
