I have a theory about Swalwell's hubris, and the Democratic Party's indifference to the Chinese spy scandal.
I think Obama's former intelligence team has invented a story that portrays Swalwell as part of a USA counter espionage plan that resulted in Swalwell obtaining valuable Chinese secrets from his Chinese girl friend.
Swalwell and the Democrat leadership are WAY to calm about this political high wire act - unless they are certain they have a net underneath them.
