God raise up Cyrus in the OT for a particular reason. He establishes the nations at His will.
Even among us mortals, our different kinds of "wants" can be in direct conflict. For example one can want to quit smoking at the same time wanting another cigarette. Time will tell which want the person will ultimately follow.
In the case of God, He may "want" man not to choose sin, but also want to allow people the freedom of choose sin.
So there are things that God may "want" in some sense that He allows not to come about.
Then he must also want a US civil war
