It is not uncommon for officials who have taken a higher job to wait until the last possible moment to surrender their previous job. There could be a myriad of reasons. One might be the continuation of a paycheck and medical coverage for the period before taking the new job. Also, she will likely continue to accrue vacation time which will then be paid with the final check.
In Kamal’s case, she is likely negotiating over who will take her coveted seat. Ordinarily, a successful campaign for office costs more than ten million dollars. Someone will be getting the benefit of that unspent ten million dollars and she wants it to be someone who will owe here a favor...or two...three...dozens.
