It’s curious. They knew they were going to cheat. They knew for whom they were going to cheat. I guess they just grossly underestimated the number of ballots they’d need.

They thought that cheating with the machines would be enough, and were wrong. They were in a huge rush once returns started coming in, hence BOTH the closing of counting efforts and the careless and obvious rush job on the paper ballots.
