I don’t know that Congress can ‘overturn’ SCOTUS, but Congress certainly has the power to limit cases SCOTUS can hear cases on.
Article III section 2 reads regarding the Supreme Court “...the supreme Court shall have appellate Jurisdiction, both as to Law and Fact, with such Exceptions, and under such Regulations as the Congress shall make.”
Congress to my knowledge has never exercised this power, but it does have it.
