It could be a kid. Somewhere around 25ish years ago I worked for a phone company. One of the installers was out rewiring a complex that had caught fire(?). It was big place and it was taking a couple of days. The local dealer convinced himself that the installer was really an officer staking out his business. He hired a kid to go shoot the installer because the kid wouldnt go to prison for life. I never heard why the kid thought that this would be a good idea. A couple of bucks and some street cred?
