Surprise, surprise! As in your video, some of the vids only had a few moments of Slow Joe talking. From different sites, the length of the vid varied from 1:00 to about 23:00 mins. The longer ones featured more of Joe speaking, but none of them included an into. One of them (NBC) was so obviously edited it was easy to spot where they chopped out something Joe was saying.
As I'm watching them, some appear to have been edited between the first time I watched it and the second.
Oh, and every one had comments disabled (the ones I watched on YouTube). Gee, wonder why?

Frankly, it seems that attacking Trump’s lack of response and other blah-blah related to the Wuhan virus is Biden’s only campaign theme. They have nothing else to go after Trump.

My county health board his issued a mask order—but has said there will be no enforcement of it. Most local businesses have posted “masks required” signs, but again don’t really enforce them. When I shop, I do honor their request.
I’m still waiting for my ‘Straight outta Wuhan’ mask.
I see nowhere in the Constitution, I taught it for 25 years, any provision for any part of the federal government to require the wearing of anything. That is within the states’ purview.
I’m lucky enough to live in a state whose governor has taken the radical position that the citizens are adults and can make decisions about health safety on their own. He does encourage masks and social distancing, but requires neither.
Did they provide any details??? it’s one thing to say, it’s far harder to explain the details.
1) Would this affect private business owners?
2) Would we need to wear them in our own homes?
3) If we social distance must we wear a mask?
3) Describe 3 ways this differs with current mask suggested use.
4) Who would enforce the mandate and what would be the punishment?
5) Would the punishment be more severe than what the rioters and property destroyers get as they are told they won’t be charged?
According to a recent poll (try not to laugh), something like 70%, or more, are in favor of masks. Sad, and sickening, but I don’t doubt it. We live in an age of gutless stupidity.
But he cannot.
A “mandate” carries some weight. Who would enforce it without a legal backing? And Trump cannot make law.
Case law does support the powers of state and local officials.
Trump’s secret weapon here is Dr. Atlas.
He is not an extremist on masks. And the more he is fronting the task force and not Fauci the better it will go for Trump.
But dangit, Mr. President, you should have made that move months ago.
