Chicago was unprepared because there were many people working within the system who were supporting the other side. The police were out maneuvered. Spies within the city government were giving information to the other side. The rules of engagement handcuffed the police. The police were mere unwilling actors in the CNN play that was being performed to kill the economy and to stop the black population from voting for Trump.
Forget the recent riots, just look at these cities that rioted for Hillary Clinton leading up to the 2016 election.
