What a horribly written article. I don’t think I learned anything from it....still trying to understand how they did it!
I figure out the issue. The PDF element does not show how many pages in the document until you hover over it. Page x / x with - + buttons.
Is there a way to have the control for “This is how ballots are stolen” to show the footer all the time?
The article makes more sense if people can see the paging options in the footer without hovering over the footer of the element.

the day the absentee ballots arrive some of them go to post office boxes. Some people sort their mail and throw the ballots in the trash cans in and outside the PO. Dem operatives in 2016 went to post offices in OC and LA and pulled the discarded ballots out and marked them for democrat candidates and proposition positions.
