Most if not all of the items in the Federal Bill of Rights is spelled out in the State Constitutions. States were told to write up their Constitutions BEFORE the Federal Constitution was ratified in any way.

The Constitution was approved conditional upon the addition of a Bill of Rights which didn't happen until 1791...two years after Washington became President.
