What the hell kind of wisecrack is that? I can't believe any conservative woman would say something so demeaning to her husband.
The only explanation that puts her comment in a good light is if the guy gets nosebleeds when he is under stress and he uses the tampons to staunch the blood.

I have read that soldiers out in places like Afghanistan carry tampons to staunch bleeding injuries. It’s a joking reference to that, not an insult to her husband.
My guess is this is one of the terrorists (the correct word for people who use unlawful violence and intimidation, especially against civilians, in the pursuit of political aims), not one of the normal Americans. The guy with the bloody nose is probably part of the group that jumped the SEAL, and he's lucky the SEAL kept calm and remembered that the entire jury would be DC residents if anyone (meaning a conservative) faced trial.
Hmmm... The way I interpret it is that it was a wedding party couple. (But I could be wrong.)
