Republican Gov. Brad Little signed a bill into law on Wednesday that will expand permitless concealed carry to adults 18-to-20 in Idahos cities.
The measure, HB 206, was approved in an easy 53-13 House vote while the Senate passed it last month 28-7. The bill fixes a carve-out in the states 2016 constitutional carry law that allowed those aged 21 and up to carry in Idahos cities, while adults under that age could only carry outside of city limits but apply for a permit for carry in urban areas after receiving approved training.
Sponsored by two female lawmakers, state Reps. Christy Zito and Julianne Young, the move was backed to fix the odd patchwork of laws that could potentially ensnare otherwise law-abiding gun owners while traveling. The bill was further supported by state and national gun rights groups.
In turn, it was opposed by gun control groups and Boises police chief, Bill Bones. Bones was installed by Mayor Dave Bieter, a Democrat, in 2014.

Real Constitutional Carry would be a law that eliminates all laws and restrictions on keeping and bearing arms. The 2Amd admits of no restrictions or exceptions to the RKBA. It is absolute. No authority may restrict- infringe- on the right. Age limits of any sort are infringements. Restrictions of types of arms one may own and carry, i.e. machine guns and F-22s etc., are prohibited. The market and physical strength are the natural and Constitutional restrictions allowable under the 2Amd.
My son got his concealed carry permit at 18. They did mess with him a little; he had to prove he was a student (or employed) and show his high school diploma. This is apparently a local sheriffs requirement, not state law as far as I could determine. The sheriff is begging for a lawsuit. This is in Alabama.
Patchwork is right - it is, for example, still illegal in Idaho to carry a concealed firearm or dirk-like knife in a mining camp. Which is fine except that nobody knows what a dirk-like knife is (it's a dagger) and there aren't any mining camps anymore. But, you know, if there were...
The Idaho State Constitution begins with a bill of rights before any governmental structure is specified. I quote Section 11 in full:
SECTION 11. RIGHT TO KEEP AND BEAR ARMS. The people have the right to keep and bear arms, which right shall not be abridged; but this provision shall not prevent the passage of laws to govern the carrying of weapons concealed on the person nor prevent passage of legislation providing minimum sentences for crimes committed while in possession of a firearm, nor prevent the passage of legislation providing penalties for the possession of firearms by a convicted felon, nor prevent the passage of any legislation punishing the use of a firearm. No law shall impose licensure, registration or special taxation on the ownership or possession of firearms or ammunition. Nor shall any law permit the confiscation of firearms, except those actually used in the commission of a felony.
That section bolded could have saved the long-suffering shooters of California a few of their current headaches. The state senate just proposed a red flag law, which is going to be sort of difficult to get around that last sentence without a constitutional amendment anyway. Some of us were tempted to check the laws against lynching...
