Here’s what we know so far with the information that is publicly available:

Republicans on the House Judiciary Committee say John Huber still has not interviewed key witnesses and they want answers.

Mark Meadows (R-NC), Jim Jordan (R-OH) and Doug Collins (R-GA) sent a letter to special prosecutor John Huber on January 8th demanding answers by a January 21st deadline.

“Your investigation has been ongoing for over nine months. During the course of our extensive investigation we have interviewed more than a dozen current and former DOJ and FBI personnel, and were surprised to hear none of these potentially informative witnesses testified to speaking with you,” the GOP lawmakers wrote.

The Republican Congressmen then blasted Huber for being a no-show at the December hearing where Clinton Foundation whistleblowers Lawrence Doyle of DM Income Advisors and John Moynihan of JFM Associates testified.

“Further, last month, then-chairman Mark Meadows invited you to testify as a witness at the Subcommittee on Government Operations’ hearing ‘Oversight of Nonprofit Organizations: A Case Study on the Clinton Foundation.’ We were disappointed to learn from the department that you were not enthusiastic about testifying when declining the invitation.”

No where. (where was this sworn testimony given?)
We do have the what. (it (the letter) didn’t exist)

Attorney General Jeff Sessions directed senior federal prosecutors to evaluate “certain issues” requested by congressional Republicans, involving the sale of Uranium One and alleged unlawful dealings related to the Clinton Foundation, leaving the door open for an appointment of another special counsel.
In a letter first obtained by Fox News, the Justice Department responded to July 27 and September 26 requests from House Judiciary Committee Chairman Bob Goodlatte, R-Va., and other committee members, who called for the appointment of a special counsel to investigate the matters in question.

Look how close the wording is here compared to the Sessions letter at the link...
“The Attorney General has directed senior federal prosecutors to evaluate certain issues raised in your letters,” Assistant Attorney General Stephen Boyd wrote.
“These senior prosecutors will report directly to the Attorney General and the Deputy Attorney General [Rod Rosenstein], as appropriate, and will make recommendations as to whether any matters not currently under investigation should be opened, whether any matters currently under investigation require further resources, or whether any matters merit the appointment of a Special Counsel,” Boyd wrote.
The Justice Department does not ordinarily confirm or deny investigations, and Boyd wrote that “this letter should not be construed to do so.”

Only now when heads might begin to roll (figuratively) do they care.

Still looking for who is supposed to have denied in court that the Sessions letter didn't exist.

House Republicans Expect to Learn More About Clinton Foundation Probe Next Week

As you may remember, last March, then-Attorney General Jeff Sessions informed Congress that he had asked John Huber, a U.S. attorney in Utah, to "evaluate" issues of concern to House Republicans.

In that March 29 letter, Sessions wrote that at the conclusion of Huber’s review, Huber would recommend “whether any matters not currently under investigation should be opened; whether any matters currently under investigation require further resources; or whether any matters merit the appointment of a Special Counsel.”

According to Jon Solomon, the Rep. Meadows and his subcommittee now want to learn what Huber has been doing.
So now we have Sessions' letter and we have Boyd's letter.

Still looking for where somebody is supposed to have lied in court about the letter to Huber not existing.
It sure would be nice if the original reporting had given a name. /sarcasm

The existence of a letter documenting Sessions’ directive that the DOJ revisit probes of Trump’s top political foe is a surprise because a department lawyer said in court last year that senior officials insisted it didn’t exist.

1. Huber cannot indict outside of his District.
2. Huber was specifically tasked to write a report and submit it to DoJ. Nothing else.

The major question in criminal subject matter jurisdiction is whether the charges are pursuant to federal or state law. If the charges allege a violation of federal Criminal Law, the defendant will be tried in a federal court that is located in the state in which the offense was committed.
