I believe you are right. It didn't start with Polanski, and it didn't end with him either. I'm certain there's a well-entrenched pedophilia presence in Hollywood. It was strongly alluded to by Mario Puzo in The Godfather (the book; scenes that were shot for the movie were left on the cutting-room floor); we know of others (Woody Allen and Harvey Weinstein obviously) but they are the tip of the iceberg.

The problem with arresting underage girls is that their pimps can then pay bail for them and then they get released to the pimps who get them out of the area ASAP.

The age of consent is wildly different in Europe. I know in Germany while in the military, I struck up a conversation in the bar with this BEAUTY and was mortified when the girl told me she was 13! Which by the way, is the age of consent, at least back then.

Most states in the US have an age of consent of 16, as well, and CA is 18. So the state does get some things right.
