He could have explosives or an RPG. Also remember that regular police body armor will not stop a rifle bullet. They already knew he had a rifle.
The police would probably want to evacuate the hotel floors that the shooter is on and those above and below.
That will take a little time.
If the shooter is not actively firing there is no reason to rush in. They can also use the time to try and talk the shooter out.
All the LAPD had to do was shoot thru the walls, ceiling and floor but nooooooo...

On CIS NCIS Miami it only takes them 60 minutes to take out the bad guys

I doubt very much that the first cops on the scene were properly equipped,or trained, for god-knows-what in that room.

People in shape climb stairs very quickly. The race up the Empire
State Building, 100 floors, used to take 12 minutes when it was held. 32 floors is a walk in the park.
Me? Maybe 12 days.
I listened to the scanner tapes of the police radio traffic from the start.
Police officer acted heroically right from the start and many were killed oe r wounded.
Within minutes of the start of the shooting an officer on the scene located the shooter, took the initiative and called for a strike team to form up on him at the Mandaly to take out the shooter.
Another two officers and hotel security guard located the shooter and went directly to the zoom and engaged the shooter.
The first thing the police did was shut down the elevators and put police guards on the stairways to prevent the shooter/shooters from escaping or rallying at different locations.
They had to climb 32 flights of stairs to get the shooters room.
Try that some time when each next flight of stairs is a potential booby trap or ambush.
This was the L.V. Police's finest moment.

Same here at this point in my life. But 46 years ago in the jungle with a heavy ruck sack was doable.
And the SWAT team moved cautiously going up with all the heavy gear on.
The MSM seems to have “misplaced” a lot of what was shown on TV immediately folllowing the carnage. Swat team standing in street listening to some superior with a clipboard, people reporting masked individuals exiting the hotel after the shooting stopped, and a woman reporting that a woman went through the crowd saying they were all going to die......plus more.
Paddock was either part of or being used by an organized terrorist group.
He looks like an elderly alcoholic with a younger girlfriend who was using him.......go figure.
Darn near every post in this thread reminds me of Columbine where SWAT had to put their fancy duds on and march in display mode.
This whole thing has a not so faint odor of government conspiracy surrounding it. IMHO!
I see delay — needless delay and indecision. Why stop the elevator when you need to obviously get to the 32 floor? Trained swat with shields and battering ram should have sliced and diced this dude in 15 minutes!!72 minutes — who are they kidding.? I want to know how many were shot from minute 12 to minute 72. This was not a good response by any measure.
