Is the poster a bot that is automating the creation of topic material with all the prompts, or is it simply a person who chooses to be unresponsive to replies?

The answer is simple: ban the account.

The more thoughtful questions are: Why is the "bot's" site not added to the list of other sites on Free Republic's home page? What does it take to get it added? If the site were added to the home page, would it then legitimize the posting of excerpts here? How did the sites that ARE on the home page get there? What makes this content site different, regardless of the behavior of the poster?
