The only kind of “State Department official” who would say this is one who really wants to be a foreigner and to be viewed by elite foreigners as sophisticated, but resents the fact that he will never be viewed by foreign elites as anything more than a gauche American. (In other words, this is precisely the type of person who infests the State Department.)
