Putin doesn’t want nuke war. if he went into it with America, presumably in Syria he’d try to nutralize US forces in the area and have his way.

Eisenhower wanted to have fallout shelters incorporated into the interstate highway system under construction but it never happened, the soviets built a major shelter/subway under Moscow in case of nuclear attack.
