I've spent quite a bit of time researching this issue over the past few days. I'm not going into the basic explanation that I assume everyone knows, just some curious tidbits from my research.
- A Condo Declaration was filed on the building in mid-2013, shortly before Chelsea made the deal for the apartment. It's pretty obvious that this outfit isn't still running their business from this apartment, although that certainly doesn't negate some connection. Some things seem too oddly entangled to be coincidence, especially where the Clintons are involved.
- Despite the above, a "business lookup" search at dobsearch.com, with the address as the search term, reports that MetroCare's affiliation with the address was current as recently as January 2016. The history shows a bunch of periods of the affiliation, with odd little variations in the name of the business spread out between the early 90s and now.
- The same search site lists William Schnell as the head of the organization. Schnell has a bunch of legal trouble involving Medicaid fraud in his past.
- William Schnell and Chelsea Clinton had major real estate transactions within five days of each other in 2014. Chelsea's was the closing on the condo. Schnell's was a filing declaring a mortage owed to him on a building in Harlem to have been satisfied. The names on the mortgage were Aurora Sealey and India Alston. I have no idea if there is any connection of any kind to the Clintons. I mention it only because it was a dangling thread with two names showing up in this thing having filed major real estate transactions five days apart.
- The 2013 work permit for the #4 apartment was approved by NYC as a "Directive 14" permit, meaning the architect/contractor essentially gets to self-approve plans with no interference from the city.
- In addition to the "Directive 14" status, the only inspection recorded for the work in the #4 apartment was a 15-minute walkthrough to look at some recently installed light fixtures. Cole (the architect) was instead allowed to "self certify" the work.
- I don't know the particulars of how a challenge to a project is filed in NYC, or who can file one. I did find it very interesting, however, that of the countless construction permits I pored over during this process, I found exactly one that was declared not challengeable. Here's the exact text on the official job overview document for apartment #4: This job is not subject to the Department's Development Challenge Process. - Jeffery Cole, the architect, lists the total cost of work on the apartment as $40,000, with $30,000 of that listed for plumbing.
- PERHAPS THE MOST INTERESTING TIDBIT IS THE ONE THAT FOLLOWS, BROKEN INTO TWO PARAGRAPHS:
- The Condo Declaration goes into detail on what is located where in the building. Floors 2, 3, and 4 are each single apartments. Floors 5 and 6 make up the penthouse. The building contains only two units of commercial space. The main one takes up much of the first floor and part of the cellar, and it's occupied by a flooring and tile store called Arclinea.
- The other commercial space is in the cellar. I can find nothing on any search engine that identifies anything commercial at the address other than the tile store, but I stumbled across something curious. On July 30, 2014, which was more than two months after Chelsea had closed on the apartment, an NYC electrical inspector went to the building to inspect the wiring in a new elevator. One would logically expect that wiring to be found in the cellar. Here's the comment entered on the inspection form by the inspector: #1P47798 MEDICAL OFFICE DID NOT GIVE ACCESS
NOTE: I undertook this research because a) I found the idea of a medical business having been previously located in Chelse Clinton's apartment, where Hillary chose to go instead of a hospital, too surreal to ignore, and b) so much of the "coverage" out there on this issue shows almost no diligent research. Instead, most of these poorly written articles about it instantly jumped all over it and proclaimed Chelsea's apartment to be a medical facility.
Is there a connection? I still don't know. I am, however, certain that most of the above information is solid. Aside from the dobsearch.com data that I mentioned, I personally pulled almost every bit of the above information directly from official NYC documents. I hope some find this useful, and invite anyone to use this info as a springboard to deeper research. Goodness knows the media apparatus isn't going to touch it. They've already turned Hillary's wooden collapse into her simply having been "dizzy and dehydrated," and they're going to continue the same rank dishonesty in their no-holds-barred effort to elect her.

Have you checked whether they’re registered with the FDA as a facility to legally receive controlled substances? That is, isn’t it possible that they wanted to establish a medical company there, so they could have controlled substances shipped there legally?

The real estate reports I read indicated that Jeff Gordon, Jennifer Lopez, and a hedge fund manager bought the other 3 apartments.
Anyone who believes Chelsea’s apartment is a clandestine medical facility for Hillary has to ask:

What does Hillary do for a medical facility when she is at her large home in Washington, DC?
What kind of care requires a secret medical facility vs a regular home? The only things that can’t be done in a regular home are surgery and imaging like xray, CT, MRI. Hillary doesn’t need surgery, and there is no way Chelsea’s apt is hiding a CT or MRI machine.

She has definitely has work done. She didn't need her own secret surgical unit for that. Contrary to popular belief, high profile people have work done without people from the offices blabbing.
I remember a building that was rented by a fraternity house. It had previously been the location of medical office that had X-ray machines. The electric panels and disconnect were huge.

UPDATE: The theory of a medical office in the cellar has fallen apart. I found a subsequent inspection report that gave more detail. Here’s the inspector’s comment on his subsequent visit:

In short, there’s a quasi-medical outfit called [INSERT FIRST WORD I CAN’T REMEMBER] Kinesiology. They do rent the commercial space in the cellar of 21 E 26th, but their storefront and entrance and access to that space are all on 27th. Space is so tight in NYC that things like this are pretty common.
It still feels hinky to me, but I’m at a dead end and have found no credible evidence of anything medical currently in the building.
This of course doesn’t in any way negate the fact that Hillary had a “frozen collapse” on video, or the fact that the pneumonia angle is nothing but a cover provided to the MSM parrots by the Clinton campaign.
You guys may remember her doctor stating that she didn’t know if the pneumonia was bacterial or viral, so she went ahead and treated it with antibiotics. Here’s the thing about that: Both bacterial and viral pneumonia are contagious, highly so when a frequent cough is involved.
You tell me who, believing they have contagious pneumonia, runs to the place where their grandbabies live. Not even Hillary. Nor would she have popped out on the street for the photo opp with the little girl. It’s all BS.
