Here’s a simple and cheap solution to that problem: Distribute rifles, ammunition, and anti-tank weapons to every adult ethnic Estonian, Latvian and Lithuanian in the Baltic States. Hold drills on guerrilla warfare. Every Balt is now a sniping, grenade throwing, rocket launching partisan. The Russians will never invade. The casualties would be to numerous.

Baltics have quite a lot of anti-tank missiles, but the RAND wargame had Russia’s short-warning attack with 27 maneuver battalions so my calculation says 800-1000 in tanks alone. That is quite overwhelming if there is no allied presence.
