Here’s a simple and cheap solution to that problem: Distribute rifles, ammunition, and anti-tank weapons to every adult ethnic Estonian, Latvian and Lithuanian in the Baltic States. Hold drills on guerrilla warfare. Every Balt is now a sniping, grenade throwing, rocket launching partisan. The Russians will never invade. The casualties would be to numerous.

Switzerland has these things called mountains. The Baltics are tank country. Before that, they were calvary country. Check your military history book.
