Probably not, and in a world of hurt with the DNR.

Though even the DNR in WI calls them doe tags, actually they are antlerless. Though they call the antlered tags buck tags, so in a sense there’s no tag for this critter. I think in the fine print somewhere “bucks” are defined as deer with antlers longer than 3 inches, so I guess this is an antlered doe buck.

Most deer tags have antler requirements. No mention is made of testicles or a penis.
