If he had written in his book that he was “encouraged” to apply.
That could be a credible statement.

However, saying he was “offered” is an untrue statement by Carson.
No one is “offered” a scholarship to West Point. Period.

Please excuse the weird fonts but if the word "offered" was used in the less formal sense conveyed by some of its synonyms, and not in some hyper-legalistic sense then it would be accurate and true, and not untrue as you allege.

present or proffer (something) for (someone) to accept or reject as so desired. "may I offer you a drink?"

synonyms: put forward, proffer, provide, give, present, come up with, suggest, extend, recommend, propose, advance, submit, tender, render
