What would it matter? If all those areas shown on the map were targeted the only choice you would have is stay put and die quickly or try to run and die slowly and painfully.

One clue may be a stream of fire trucks, ambulances filled with hospital staff, and police cars escorting limos out of the city. I suspect that if they get warning they’ll scoot first responders and “leaders” out of the 50% circle before they warn civilians (who would instantly block all roads). That way they can respond after the hit.
