One clue may be a stream of fire trucks, ambulances filled with hospital staff, and police cars escorting limos out of the city. I suspect that if they get warning they’ll scoot first responders and “leaders” out of the 50% circle before they warn civilians (who would instantly block all roads). That way they can respond after the hit.
Funny story - a few weeks ago, during a business weekday, I noticed that the streets were virtually empty. It was very weird, very obvious, not a subtle thing at all. And I actually wondered for a moment... LOL...
