They can start with Sacramento, then the entire San Francisco-Oakland-Marin area, then the entire I-5/99 corridor from Sacramento to LA, then on to the entire LA Basin and Inland Empire.
No loss to the state and a big gain for those conservatives that still live here (I am one).
