For years, scientists have been attempting to create such a weapon as part of Champ, or the Counter-electronics High-powered microwave Advanced Missile Project.
Now, the US Air Force claims it has advanced the technology, and says it can deploy it using the stealthy Joint Air-to-Surface Standoff Missile-Extended Range (JASSM).

Pentagon lobbyists have stakes in the companies that make the shielding products that protect against this sort of thing. Gotta drum up some sales.
Just a wild guess, but this release could be timed to the dispute, heating up fast, over the Spratly Islands in the South China Sea.

It’s not difficult, it just adds weight.

But it's only a smaller, tactical version of an entire suite of weapons to end the world as we know it.
Can you shield an entire city block? An entire building?

Such weapons can be as small or as large as desired. There are multiple platforms for delivery.

Maybe research into protecting against EMPs will finally get the attention it deserves.
People have been screaming about the lack of protection of America’s digital infrastructure since the 1980s.
This is going to damage semiconductors and maybe some low current discrete electrnics.
It won’t do squat to power lines or transformers. Or to your can opener. Your toaster will probably be okay. If your electric oven just has knobs, it will be fine (timers and thermostats might be toast) so relax.
You don’t need to shield whole buildings.
I, for one, would rather get the whole thing over with once and for all.
