Not according to Levin regarding the proposing. Amendments are proposed before the convention.

If they are proposed DURING the Article V, that is what WE have been griping about. Once the door close, they can propose anything. The Lib/Progressive/Dem/Leftists can also propose amendments.

As I posted in a previous post, this topic is ripe with misinformation and disinformation regarding what an Article V is and what is can and cannot do.
