Giving in to bullies and licking their boots is a good life skill for the young citizens. In adult life, bullies are typically government employees with automatic weapons.

Actually, Rules #3 and 4 are not that bad: don't show fear, don't verbally engage. That part is true. Often bullies are just phishing, and they'll throw a little crap in every direction to see where it sticks. If you don't respond, they often move onto someone else.
That said, if Plan A doesn't work, Plan B is indeed a punch in the nose.
