These tortoises were doing so poorly a veterinarian, Dr. Jarchow, was consulted. He reported all six specimens were suffering from osteoporosis caused by a protein deficiency in their diet. Dr. Jarchow examined five specimens from the same mountains that shared their range with cattle. He reported these specimens were all healthy and well nourished.
The historical record proves conclusively that tortoise thrive when cattle are on the range with them and without cattle grazing they are always malnourished and unhealthy and their numbers plummet.

Here’s a little background on the Solar Power deal.
Senator Harry Reid’s son Rory has acknowledged representing ENN Mojave Energy LLC, a subsidiary of a Chinese Company.

That project provided a sweetheart land deal for ENN to purchase land near Laughlin, NV. That deal failed do to the fact that NV Energy (the Nevada public utility) refused to buy the power that the ENN project would produce.

As for NV Energy, the company really doesnt need more power, green or otherwise. NV Energy projects it will sell 2.1 percent less electricity this year than last, and its projections are for power sales to increase about 1 percent a year or less.

This bill forces NV Energy to reduce their reliance on coal and to replace it with “Green Energy”. An attempt to force them to purchase “green power” from the likes of ENN.
Just read the bill.

Section 7 of this bill requires an electric utility which primarily serves densely
populated counties (currently only Clark County) and which, in the most recently
completed calendar year or in any other calendar year within the 7 calendar years
immediately preceding the most recently completed calendar year, had a gross
operating revenue of $250,000,000 or more in this State to submit to the Public
Utilities Commission of Nevada a comprehensive plan for the reduction of
emissions from coal-fired electric generating plants and the replacement of the
capacity of such plants with increased capacity from renewable energy facilities
and other electric generating plants. Section 7 prescribes the minimum
requirements of such an emissions reduction and capacity replacement plan, which
include: (1) the retirement or elimination of not less than 800 megawatts of
coal-fired electric generating capacity on or before December 31, 2019; (2) the
construction or acquisition of, or contracting for, 350 megawatts of electric
generating capacity from renewable energy facilities; and (3) the construction or
acquisition of 550 megawatts of electric generating capacity from other electric
generating plants. Section 9 of this bill provides for the recovery of certain costs
incurred by an electric utility in carrying out an emissions reduction and capacity
replacement plan.

So, NV Energy doesn’t need or want the “Green Energy” and then they passed a law that will effectively force them to accept the higher cost and unreliable “Green” energy.
BTW, The coal plant in question is substantially closer to Bunkerville than Laughlin.

LAS VEGAS, March 11 (UPI) — Two U.S. firms and one from China said Thursday they planned to build a 320,000-square-foot wind turbine manufacturing plant in Nevada.
U.S. Renewable Energy Group, a private equity firm, along with A-Power Energy Generation Systems Ltd of Shenyang, Liaoning province, China, said they were working with American Nevada Co., a real estate development firm, to chose a site for the plant that would provide 1,000 manufacturing jobs, the Las Vegas Sun reported.
Bruce Deifik, president The Greenspan Corp., parent of American Nevada, said the companies were scouting the Las Vegas Valley for up to 1,000 acres of property to build a wind turbine plant.
In a statement, Chief Executive Officer and Chairman of A-Power Jinxiang Lu credited Senate Majority Leader Harry Reid and “Nevada’s position relative to the major wind corridors,” as the reason the firms chose to locate the plant in Nevada.

Cliven Bundy has no legal authority to graze cattle on federal lands in the Gold Butte area, including Lake Mead National Recreation Area. The U.S. District Court of Nevada has permanently enjoined Cliven Bundy's trespass grazing, ordered him to remove his trespass cattle from public lands inside and outside the former Bunkerville Allotment (including from the Lake Mead NRA) before December 2013, and stated the U.S. is entitled to seize and impound any cattle that have not been removed by the judicially imposed off-date and that remain in trespass. A large number of the trespass cattle on the federal lands are feral cattle that can pose a threat to members of the public recreating or traveling over the federal lands. Non-Governmental Organizations have expressed concern that the regional mitigation strategy for the Dry Lake Solar Energy Zone utilizes Gold Butte as the location for offsite mitigation for impacts from solar development, and that those restoration activities are not durable with the presence of trespass cattle.
There is one pending solar application within the Dry Lake SEZ (Application 84052, for a 919 acre parabolic trough facility).[2]
The applicant is NV Power Co. and the application, NVN-084052, is on hold [3]. Is NV Power the NGO complaining about cattle on Gold Butte? I don't know.

My brother grazes cattle in Nevada. He has, of necessity, become very knowledgeable on Nevada grazing law.
Here is what he tells me about this case that I haven’t heard or read anywhere else:
In Nevada, ranchers could vote to establish or not establish grazing districts. Once these districts were established, the BLM would “manage” the grazing land. By statute, the fees paid are not to lease the ground, but for BLM to manage the range.According to the Taylor Grazing Act, the BLM is there to manage the range for grazing - NOT for tortoises or solar panels. BLM has been so far off the reservation for so many years that it is unlikely they will ever return to performing their legal activities.
The area where Bundy grazes voted against a grazing district. This means the land remained open range, and by Nevada law, the Bundy family had established their grazing rights by historic precedence. This right is to the forage on the property - regardless of who owns the deed to the land. (analogous to mineral rights). Therefore, since the ranchers voted AGAINST having BLM manage the land, they had no right to demand management (grazing) fees.
Also - cattle have enhanced the environment for the tortoises. Cattle can travel farther and faster than a tortoise. By shitting, the cattle deposit food and water for the tortoise - making areas previously too far from water now hospitable to the tortoise.
Finally - Nevada range cattle are far different than most other cattle in the US - even other range cattle. Because of the harsh environment (over 300 acres required to support 1 cow for 1 year), native cattle do much better than non-native cattle. My brother tells me that non-native cattle will lose at least a year of production before they learn the range. So Bundy cannot just go buy more cows and be made whole - he needs HIS cows that were taken, or he needs to be compensated for the cows AND the lost production while replacement cows become acclimated.
