That’s right, a city of less than a quarter million owns a rolling death machine complete with a machine gun turret on top. What the h-ll would they need that for?

The Salinas Police Department made its new armored rescue vehicle available for public viewing on Tuesday in front of City Hall. Police said the ARV, acquired and customized at very low cost to the city, will provide protection and rescue capabilities to officers and civilians in high-risk situations. (The Californian)
The vehicle was obtained through the US government’s 1033 program established as a means of reallocating government equipment for use by law enforcement.

That may be so; however I don't quite understand how exactly this "light tank" can be used against gangs. Do they intend to do a drive-by on a gang member's residence with this? Do they plan to find three or four suspects standing in a street corner and then unleash the hail of lead onto them from the roof-mounted machine gun? What would be the legal operational use of this vehicle? I just don't see any, unless the "legal" part is no longer a requirement for them.

Why are swat teams even found in small towns all over America? Law enforcement all over the country are obtaining war vehicles.... Including Dallas PD.
But suddenly this is all about gangs?
Have you even taken the time to look at government building nowadays? Are they too being fortified against gangs?

In my neighborhood, a gang member decided to express his unhappiness with his “baby mama” by shooting up her trailer park with his stolen 45. The armored vehicle our “community activist” Councilmember opposed because she said it “looked scary”, was used to interpose between the homie and the residents to evacuate them.
In the North Hollywood shootout, several injured officers and citizens were rescued through the use of a commandeered armored car.
In the hands of those who use them intelligently, they’re useful tools. If you have a department of yahoos, they’ll misuse anything you give them.
