If the british were not offended when Obama gave them back the bust of Churchill or when he gave the Queen an iPad with his speaches on it, then they should not find what Romney said offensive at all.
As I understand it, the Brits had a private firm signed up to provide security. At the last minute they find that said firm can only provide 1/2 of the personnel required.
Romney has apparently noted this and expressed his concern. That concern is valid.
Good for him. The Brits screwed up and are scrambling to fill the gap with military/law enforcement personnel. That may work out. And it might not. And the stakes are high.
So is this a gaffe? I don’t think so.
Are the Brits upset? Of course. Nobody like to have their problems pointed out to them.

He knows grammar. But as with many of us in this medium we sometimes change what we are going to say after we have begun. And this can result is some strange constructions.
I am guessing he originally meant to say: "Does anyone really care that Romney Offended the British?"
But then he decided to change it to "[is] going to" in order to clearly establish futurity.
yeah, like that wasn't the mother of all offense, esp. to the Brits! "Here! I brought you some stuff I said!"
