Perry always looks confused during these debates - especially when the camera is not on him but he’s visible to the audience. Also, he does appear to be without a sense of humor - unlike, as you point out, his twin, President Bush.

WHAT? He was not on the Board of Goveners and was not involved in setting monetary policy. The Federal Reserve Banks provide financial services to depository institutions including banks, credit unions, and savings and loans, much like those that banks provide for their customers. These services include collecting checks, electronically transferring funds and distributing and receiving cash and coin.
