Russia and Syria plan to significantly expand strategic relations in 2010. Officials said the Kremlin was discussing strategic programs with Syria during a meeting between Russian President Dmitry Medvedev and Syrian President Bashar Assad.

"The Russian visit will mark a sign of support for isolated Syria, which Western countries accuse of supporting terrorism, although it mainly only supports Palestinian movements," Russian professor Yelena Melkumyan said.

Ms. Melkumyan, professor at the Russian State University, said Syria marked an important regional partner for Russia. She said the Assad-Medvedev visit would result in strategic cooperation between Moscow and Damascus, both of which regard Hamas and Hizbullah as legitimate political movements.

"Russia does not consider Hamas and Hizbullah to be terrorist organizations," Ms. Melkumyan said. "On that point Russia is at odds with some other countries."

Moscow has employed Syria as a base for the Russian military. The Russian Navy has expanded the Syrian naval port in Tartous and was considering a similar project in Latakia.

"After the USSR collapsed and Moscow voluntarily left the Middle East, the balance of power shifted in favor of Israel and the United States," Samir Ismail, director of the Center for Strategic Studies at Damascus University, said. "The return of Russia, one of the poles of world policy, will bring balance, safety and stability to the region."

Meanwhile, Syria has submitted a request for major weapons systems from Russia.

Russian diplomatic sources said the list was relayed to the Kremlin from Syrian President Bashar Assad in early 2010. They said the weapons request was near the top of the agenda of the visit by Russian President Dmitry Medvedev to Damascus on May 10-11.

In other words, Cold War II has started. Obama is in way over his head, and Putin could not have planned it better.
