My groups always came in on time -- though not with much margin. And they weren't featherbedding; there was just so much uncertainty one had to leave space for incorrect decisions and ability to reverse them.
I worked on a project once where I had to write a packet parser & constructer. There were two routes I could take: state machines with tables describing the packets' contents, or code hard-wired for packet structure.
