It's possible to create a forgery in any medium you care to name, including electronic. History is replete with incidents of forgeries of paper, sculpture, hand-writing, paintings, music, carvings, antiquities, ancient artifacts, archaeological specimens, test results, studies, even built structures.
You certainly can create an electronic document and pass it off as the genuine article to the public, which meets the definition of forgery.
Whether or not Obama himself is in any legal jeopardy over the creation of this electronic forgery of his BC is secondary to the central issue, that he has yet to provide conclusive evidence of his "natural born citizen" bona fides.
If you read Polarik's entire analysis, you'll see that Obama et al certainly did produce a paper forgery, as well as an electronic one.
