He was talking about the National Guard - he was pandering to a bunch of veterans about making the National Guard units as well-funded and well-equipped as the active duty units, only he kept screwing up the nomenclature. That’s the bigger issue, the guy doesn’t even understand the National Guard, it’s role, and it’s functions.

I was wrong, he wasn't talking about the National Guard then, he was talking about increasing the size of a lot of government programs.
