Patricia DeCosta was born in Hawaii in 1930. The copy of her birth record was issued to her in 2002 when Hawaii was a state.
This Certificate of Live Birth or cOLB (my copywrited acronym) is not a copy of the original Birth Certificate issued at the time of her birth, but is a faithful transcript of that event as recorded in the Vital Statistics database. It now serves the same function as an original BC copy would.
Hawaii no longer issues photostatic copies or reproductions of the original birth certificate to anyone. They have replaced that practice with the printing of this COLB document, and it is the legal equivalent of it.

I have only a vague idea about what all of the fuss is about. That is, I have been unable to give a lot of attention to this subject.
Although I do know a small bit about photo shop programs, mostly the informed comments (on other threads) concerning details are at this time beyond my understanding.
