From the looks of the license plate on the car at left side of photo, and the appearance of the ‘buildings’ (huts?) nearby, I’d say it’s possibly Kenya.

I Googled “Kenyan license plates” and sure enough there are some links.
Saw one that looks just like what’s on that car in the photo. Of course the same thing could easily appear elsewhere, but those buildings sure don’t look like Chicago or NY or DC or Hawaii.

RE: the tax lien, I’m sure that Sutoro is a misspelling of Soetoro, but by whom? The IRS, or Stanley? If the IRS made the boo-boo, then Stanley may have let it ride, intentionally.
It looks like she owes back taxes. She and Lolo probably filed separately for those years. Legally separated people file separately.
Married couples who file separately do not have joint and several liability, but they pay higher rates than married couples filing jointly.
People who are permanently separated and in the process of divorcing may file separately depending upon individual circumstances.
Married filers in community property states are governed by special rules, but filing separately does not protect them from the underreporting of income of community property. Married filers in community property states are required to report one-half of the community property income on a separate return.
Measures can be taken to what is called “sever the community,” which affords protection from future but not past tax liabilities.
Although married filing separately carries much higher tax rates for couples than married filing jointly, a spouse who believes his (or her) partner is filing fraudulent or inaccurate returns may wish to do so because a separate return protects the innocent spouse.
If that last paragraph is true, whom do you think might have been the guilty spouse? Hmm..
Off hand, I'm certain it's a fake. No parents listed, no time of day, very short registration number, both signatures done in the same shaky hand, etc.
The VW is a super beetle with a 1973-1979 vintage tail lens. The dark rear window molding is interesting.
The car in the left nay be an Opel, not sure. The license plate is a clue as to where this is, as are the electric lines.
Interesting picture and Obama does not look too ‘affectionate’ there....!
