Off hand, I'm certain it's a fake. No parents listed, no time of day, very short registration number, both signatures done in the same shaky hand, etc.
The "document" is canted counterclockwise at approximately one degree.
Graphic defaults are zero, i.e., level.
The forger (or "prankster" or "disinformationist/provocateur") was working with a document image he couldn't, or chose not to, modify, and/or a graphics program which would not allow rotation, or he could not, or chose not to, modify.
Whether for humor or propaganda, the image is a forgery.
But, I assure you, the signature of "Dudley Doright" is absolutely authentic.
