No, it's a bit of gibberish from one of Vonnegut's novels - The Sirens of Titan.

Here's a bit of the explanation, rendered in classic Vonnegutian:

"... since the Universe is so large, there are many possible ways to observe it, all of which are equally valid, because people from across the Universe can't communicate with each other (and therefore can't get into an argument). The chrono-synclastic infundibula are places where these "ways to be right" coexist. I read a few things by Kurt when I was a teenager and pre teen in the 60s and 70s.

I still turned out OK I think.

Actually, I think that he should be required reading, for two reasons.

He has frighteningly accurate visions of the dystopian future, coupled with the fuzzy alcoholic mumblings of LibThink.

He is at once a visionary and an idiot, and smart enough to probably agree with that analysis. (I’m pretty sure of this, having met him personally. He was engaging, insightful, funny as hell and drunk.)
